Early Childhood Care in the Philippines

The Early Childhood Care & Development ( ECCD ) for Kindergarten and Preschool serves children from birth to six years of age and is funded by a combination of local and national government funds.
Elvira B. Mañanita and Lily Rodrigo-Canlas (Program Leader) indicate that under the program, local government units are expected to provide adequate health and nutrition programs, establish appropriate facilities such as day care centers and enhance capabilities of service providers such as caregivers including parents to ensure the total development of young children. The program, as provided for under Republic Act 8980 on the ECCD Act, is designed to ensure proper coordination of projects and activities related to young children. A target goal is to institutionalize a child friendly environment for the promotion of children’s right to survival, development, protection and participation. The movement aims to operationalize the Convention on the Rights of Children ( CRC) and involves children, families and communities, subnational and national government, as well as strategic allies from NGO like CONCEP, Inc. and the private sectors and other members of the civil society.
