Breakthroughs in Serbia

Zorica Trikic, the World Forum National Representative from Serbia, recently sent in a report "Great News from Serbia!"  In this report she excitedly shared news on two major policy victories for the children of Serbia....

Law of Fundamentals of the Education System
(adopted by the Serbian National Assembly in August 2009) defines preschool education as a genuine part of the educational system and the first stage of public education under the national Ministry of Education.  This law opens mainstream educational institutions to all children by requiring that educational systems must provide equal access, equal opportunities, and equal outcomes for all children.  Children will be able to enroll in school even if they do not have personal documentation (which is especially important for children of Roma origin, refugee, and internally displaced children).

Law on Preschool Education and Upbringing (adopted in February 2010) recognizes the child as a holistic individual with his/her own capacities and potentials to learn and construct knowledge about herself/himself and about the world, but also as a social being in the social context as a member of a family, the local community, and the broader society.  The law foresees an individualized approach to education to provide supplemental support to all children, especially children with developmental difficulties, children in hospitals, children from economically deprived communities, and marginalized groups.
