A report, "Disparities in Early Learning and Development," prepared for the Council of Chief State Officers, observes that children from poor families still trail behind their more advantaged peers in their cognitive and behavior levels.  Some of the findings:

• Infants and toddlers from lower-income families score lower on cognitive assessments than those from higher income families.
• Infants in lower-income families are less likely than infants in higher-income families to be in excellent or very good health.
• Toddlers from lower-income families are less likely to have a secure attachment to their primary caregiver compared to toddlers from higher-income families.
• Infants and toddlers whose mothers have less than a high school degree score lower on cognitive assessment than infants and toddlers whose mothers have a Bachelor's degree or higher.
• Black, Hispanic, and American Indian/Alaskan Native children are less likely to have a secure attachment to their primary caregiver when compared to their white peers.
