Last week at the “Early Care and Education Finance Forum” hosted by the W.K. Kellogg Foundation and Partners in Early Childhood and Economic Development, Joan Lombardi (whose title is longer than her job description), the Deputy Assistant Secretary and Interdepartmental Liaison for Early Childhood Development at the Administration for Children and Families of the Department of Health and Human Services, offered this vision for "Healthy, Happy, and Successful Children":
